Zoran Šijan was one of the most visible figures associated with the Surčin criminal milieu at the end of the 1990s. A former high-level kickboxer, he moved in a world where sport, private business, nightlife and organized crime frequently overlapped. His murder in central Belgrade on 27 November 1999 became one of the major underworld assassinations in the final year of Slobodan Milošević's rule.

From combat sports to the Surčin milieu

Šijan's athletic background distinguished him from many contemporaries. Reporting described him as a former European kickboxing champion. In the 1990s, however, his public identity became increasingly connected to Surčin, a Belgrade suburb that gave its name to a network of men later portrayed as one of the important criminal groupings of the decade.

The phrase “Surčin clan” should be used carefully. The group was not always a rigid organization with a formal hierarchy. It was a network of personal, business and criminal relationships. Vreme's retrospective reporting placed Šijan among its central figures and described Ljubiša Buha “Čume” as an important associate.

The late-1990s environment

By 1998 and 1999, Belgrade had entered a period of repeated assassinations involving businessmen, police officials, security figures and known criminals. Sanctions, war economies, smuggling and political protection had blurred boundaries between legal and illegal enterprise. Criminal reputations were public currency.

Šijan belonged to this environment at its peak. His name appeared alongside other figures who would later feed into the Surčin and Zemun stories. The relationships were fluid: alliances changed, people crossed between groups, and later testimony often rewrote earlier friendships as formal memberships.

Murder in November 1999

On 27 November 1999, Šijan was killed in Belgrade near the intersection of Nemanjina and Svetozara Markovića streets. Contemporary and retrospective accounts describe an ambush. His killer was not publicly established in a final court judgment.

The murder became significant not only because of Šijan's reputation but because of what followed. Vreme later described his death as a turning point after which Ljubiša Buha emerged as the principal Surčin figure. Dušan Spasojević, who would later become synonymous with the Zemun clan, was also visible in the social orbit surrounding Šijan's funeral.

Rumors and attribution

Over the years, multiple versions of the murder circulated. Some underworld figures publicly blamed rivals, including Zoran Uskoković “Skole.” Those statements are historically relevant because they influenced subsequent feuds, but they are not equivalent to a solved murder case. the archive should preserve that distinction.

The safest formulation is that Šijan was assassinated in 1999, that the killing remained unresolved in public judicial terms, and that later figures made competing accusations about responsibility.

The Surčin-to-Zemun transition

Šijan's death helps explain the changing structure of Belgrade organized crime around 2000. Older neighborhood networks were being eclipsed by more disciplined groups capable of kidnapping, drug trafficking and contract killing. The Zemun clan would become the most notorious example.

Rather than treating these organizations as completely separate worlds, Šijan's profile should show the personnel overlap and succession. Men who attended the same funerals, shared business contacts or belonged to the same security orbit could later become enemies.

Legacy

Šijan's story is valuable because it connects sport, underworld status and the institutional chaos of late-1990s Serbia. He was not simply another name on a list of murdered gangsters. His death sits at the hinge between the Surčin milieu and the generation that would dominate Serbian organized crime in the first years after 2000.
