Radomir Marković

Former head of Serbia’s State Security Service, convicted in the Ibar Highway assassination case and in the linked Ivan Stambolić/Vuk Drašković case.

Radomir Marković was one of the most senior Serbian security officials to receive final convictions for political violence committed during the last years of Slobodan Milošević’s rule. As head of the State Security Service, he sat above structures that overlapped with the Special Operations Unit, and his later trials became central to the judicial reconstruction of the Ibar Highway attack, the murder of Ivan Stambolić and the Budva attempt on Vuk Drašković.

Head of State Security

Marković led the Serbian State Security Service from 1998 until the political transition of 2000–01. The position placed him at the top of an apparatus that included surveillance branches, regional centers and special units. In the archive, his profile should therefore function as an institutional hub rather than as a simple underworld biography.

Ibar Highway case

The strongest legal anchor is the Ibar Highway case. On 3 October 1999 a truck was used to strike a convoy carrying opposition leader Vuk Drašković. Four members of the Serbian Renewal Movement were killed and Drašković survived. Serbia’s Supreme Court ultimately confirmed a 40-year sentence for Marković, Milorad Ulemek, Nenad Ilić and Branko Berček. This 40-year term is the main sentence shown in the profile status bar.

Stambolić and Budva

In the separate but closely connected prosecution for the 2000 murder of former Serbian president Ivan Stambolić and the attempted killing of Drašković in Budva, Marković received a 15-year sentence for aiding the perpetrators. The case tied senior security officials to JSO members who carried out the operations. the archive must display this as a separate judgment rather than mathematically adding it to the 40-year term.

Ćuruvija proceedings

Marković was also prosecuted in the long-running Slavko Ćuruvija murder case. Earlier convictions were overturned, and the Belgrade Court of Appeal ultimately acquitted Marković and the other defendants in the final 2024 judgment. That acquittal must remain clearly separated from his final convictions in the Ibar Highway and Stambolić/Budva cases.
