The Kodo-kai is one of the most consequential second-tier organizations in modern yakuza history.

Headquartered in Nagoya, it became far more than a regional affiliate. By the early 2010s, Japanese authorities were publicly describing Kodo-kai figures as occupying the most important positions inside the wider Yamaguchi-gumi structure.

That made Kodo-kai central to two separate stories: the concentration of power inside Yamaguchi-gumi, and the tensions that preceded the historic 2015 split.

Shinobu Tsukasa and the Nagoya bloc

The organization’s modern importance is inseparable from Shinobu Tsukasa, born Kenichi Shinoda.

Before becoming sixth-generation boss of Yamaguchi-gumi in 2005, Tsukasa had built his power through Kodo-kai. His rise therefore brought the Nagoya faction into the center of national syndicate politics.

Another crucial figure was Kiyoshi Takayama.

Takayama became one of the most powerful men in Yamaguchi-gumi and a key representative of the Kodo-kai network. The National Police Agency described the first- and second-generation heads of Kodo-kai as holding the top positions inside Yamaguchi-gumi.

That is an unusually strong statement from an official source and explains why Kodo-kai deserves its own major organization page rather than being treated as a footnote.

Why police focused on Kodo-kai

Japanese police increasingly described weakening Yamaguchi-gumi as impossible without weakening Kodo-kai.

The concern was not simply violence.

Authorities also focused on the faction’s financial strength, ability to maintain relationships outside the formal gang world, and influence over other affiliates.

This distinction matters. A powerful organized-crime faction does not need to be the largest individual group if it controls the leadership machinery of a larger federation.

Teruaki Takeuchi

Teruaki Takeuchi succeeded Takayama as chairman of Kodo-kai.

The U.S. Treasury designated both the organization and Takeuchi in 2015. Treasury described Kodo-kai as a major Yamaguchi-gumi faction and linked its prominence to both violence and financial power.

Takeuchi therefore becomes another important the archive node connecting: Kodo-kai → Takayama → Tsukasa → Yamaguchi-gumi → Inagawa-kai diplomacy → 2015 split.

The 2015 split

Many accounts of the 2015 Yamaguchi-gumi fracture focus on resentment toward the concentration of power around the Nagoya/Kodo-kai leadership bloc.

Thirteen direct bosses broke away and formed Kobe Yamaguchi-gumi under Kunio Inoue.

For the archive, Kodo-kai is therefore one of the clearest explanatory bridges between a person story and an event story.

Without Kodo-kai, the split can look like a sudden rebellion.

With Kodo-kai in the graph, it becomes part of a longer struggle over who controlled the internal machinery of Yamaguchi-gumi.
